2. Then there is the Psychology on how the eye sees. Generally the will go to the lightest part of the picture. If one wets the pavement, the pavement will go about two tones darker. This will make the car standout more.

3. Cleans the pavement. I do not mean this in a literal sense. But there are variations in the tone and texture of pavement. So unless this is brand new road the road will look worn. This would be very problematic especially prephotoshop days.
So by wetting the pavement it will make the road look more uniform.
